BUCKHANNON — Despite the unanimous approval by the Buckhannon City Council of the first reading of the smoking ban ordinance, a debate still lingered amongst council members about certain elements of the ban.
At the heart of the debate is the inclusion of electronic cigarettes in the smoking ban in parks.
The ordinance defines the electronic cigarette as “smoking.” The ordinance reads: “‘Smoking’ also includes the use of an electronic cigarette which creates a vapor, in any manner or any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking in this regulation.”
Councilman Ron Pugh reiterated his concern about electronic cigarettes being included, saying, “The electronic cigarette is a device that is supposed to help a person to quit smoking. Do we really want to prevent something that is helping somebody quit a nasty habit like smoking?”
