City to apply for more autonomy from state, would get expanded law-making powers

BUCKHANNON — The City of Buckhannon is preparing to apply to become a part of the Municipal Home Rule Point Program Phase II.

Home Rule grants cities and municipalities expanded powers to pass laws to govern themselves. It allows municipalities more self-governance and the chance to initiate innovative solutions to specific problems cities face.

“A lot of things we would like to do as a city, we simply can’t,” Buckhannon mayor Kenny Davidson said. “Municipalities are sometimes restricted by state statutes, policies, rules and responsibilities. Legislature basically has to give us the power to do things. Home rule will allow us to have more power to identify specific state rules that restrict our ability to carry out our duties efficiently and to propose effective solutions.”
